Lots of PADI Divecentres on Koh Lanta, just google to find them. The Open Water Course will take 3 or 4 days depnding on the option you choose. Cost is normally about 14000 baht. If you are unsure wether a full course is for you, then look at doing a one day Discover Scuba Diving course. Go visit one of Divecentres there and they will explain all the options. Best to choose a 5 star PADI centre.

Different areas of Thailand offer different prices. 12000 - 14000THB is to be expected on the Andaman Coast. You can get the Open Water course for 9000THB (including accommodation) on Koh Tao, so it just depends what you can afford and where you really want to do it.
