How many times will you be told that this thread is certainly not about Wayworn1?I dislike replying to such personal jibes. Many people give a **** about prepaid cards, also. Just not you, it seems, but shut up, please.
They allow people without credit cards, students etc. to buy budget (indeed any) plane tickets, National Express cheap funfare bus tickets, train tickets in advance online etc. etc. Prepaid cards are really relevant for budget travellers, the focus of Lonely Planet's founding.
Prepaid cards may not be what's asked. Who knows if the O.P. would prefer to go an get himself a prepaid card, ring a few companies to check if they take the card, and hire this way rather than carrying thousands of pounds of cash in his jacket from overseas and over here? It may be helpful, and not just to the O.P. It is informative and is very likely to be helpful for a good number of travellers.
You are just a sad person, Wayworn1. Choose to stop spreading your misery, here anyway, though there are people who can help you if you tell them of your misery.

I always prepay for cars I rent in Europe or anywhere else.I book in Australia with www.holidayautos.com.au (I think there are worldwide sites in local currency). Try them anyway. I pay using my Aust credit card, in Aust dollars and therefore no exchange rate difficulties. They are very well priced too.
You then still have to provide a credit card for security at point of pick up, but there's only a charge if you have a bingle or there's damage etc. That would be the same anywhere.
