Waiting until you're in Lhasa to buy your KTM ticket is fine. In China and all over Asia, people don't have so much of an idea of planning ahead. The ticket will still be pricey, but you should be able to get it for less than $360 ($250 is possible). Talk to a travel agent or just go to the airport offices (at the airport OR in Lhasa to the right of the Potala) and you can easily get a ticket. I went with my friend to buy a ticket a few days before she planned to leave Lhasa. They tried to tell her there was no flight on the day that she wanted but she knew it was BS because our other friend was already on that flight. Air China has also been known to cancel flights because there are not enough passengers flying out on them; however, they claim other reasons for not flying.
