getting a nepali visa in Lhassa without the tibetan permit

Hi everybody,
Is it possible to get a tourist nepali visa at the nepali consulate in Lhassa without the permit for Tibet ?

david (french passport holder) in Bishkek with not much info on China.

Yes, no problem. You can get the visa either in Lhasa or at the border to Nepal. prive 30USD and 2 passport pictures.

Yep..........anaya is totally accurate. Whether you have a permit or not has absolutely no bearing on getting a Nepali tourist visa. I never bother with the consulate in Lhasa. It is very simple to get at the Tibet/Nepali border (Zangmu/Kodari) Just walk across the bridge, through the gate and down the road a bit......Nepali immigration is on your left. US$30 and a passport photo. (free if you just want a 3 day transit visa.....also free if it is your second visit to Nepal this year)

Agree with the others...There is no problem getting a Nepali visa without a Tibet travel permit.
