Yep..........anaya is totally accurate. Whether you have a permit or not has absolutely no bearing on getting a Nepali tourist visa. I never bother with the consulate in Lhasa. It is very simple to get at the Tibet/Nepali border (Zangmu/Kodari) Just walk across the bridge, through the gate and down the road a bit......Nepali immigration is on your left. US$30 and a passport photo. (free if you just want a 3 day transit visa.....also free if it is your second visit to Nepal this year)3
Agree with the others...There is no problem getting a Nepali visa without a Tibet travel permit.
