You will find the widest selection from around Thailand and best prices in Chiang Mai. Note that it is quite difficult to find "art" versus "handicrafts", so don't expect much beyond the mass-produced stuff. But if you look hard you can find the odd unique item.

Thailand has a government-run program to promote local handicrafts, it is called OTOP (One Tambon, One Product). You can find OTOP stores in most cities in Thailand. Each region, even each village, has it's own specialty. For example, the south has beautiful batik fabrics; the northeast is known for silk and cotton traditional weaving; etc.

If you ask around, merchants will sometimes tell you where something is from. For instance, most of the Thai cushions are from a certain area of Thailand and the selection of fabric used is superior if you go there.
