As the others have said, enter Tibet from china not Nepal. If you do it the other way around it may be difficult to continue into China from Tibet. Generally speaking you don't need a guide for Lhasa but you will need a Tibet Travel Permit which is usually purchased along with your ticket. How the permit situation will be next year and if you can travel independently you have to wait and see. Right now they are a bit edgy and not giving permits out to individual travellers. With the Olympics coming up next summer it will have to be watch and see. You will always be able to go there on a tour.6
