I don't know about money exchange hours, maybe someone else does. But there are ATM machines that will definitely be open and working.

The safest way is to avoid all the touts just past customs and go outside to the taxi line and take a taxi.

Dude, money exchange? That's so last century. As Rick said, use an ATM machine.

Safest would be taxi. It's also the most expensive. I just take the bus. Contrary to reports of the bus not running late at night, it does run. Only a couple of routes though, but once you get into town you can take a taxi or another bus from there. If it's your first time in China, learn to be pushy or you won't get on. About 90% of the Chinese are pretty good about respecting the line though but that other 10% make it hard. I just learned how to say "stand in line" and I'm not shy about saying it really loud. It gets most people to respect the line a lot of the time.

The currency exchange booths on the arrivals concourse (after you exit immigration, baggage claim and customs) won't be open. the booth in the baggage claim area might be. Note that they charge 40 RMB per transaction.
Where are you going in downtown Shanghai? How many of you are there and how much luggage do you have?
Cheers!

If airport shuttle no.2 is still running, take that (19 RMB/person), then a taxi to your hotel for 14 RMB.
Otherwise take the late-night airport shuttle to Huashan Lu/Yan'an Lu, then a taxi to your hotel for the same price.
Cheers!
