Perhaps you mean Chiang Saen to Jinghong. This boat trip is currently going for 4000 baht and takes one long day. It leaves Chiang Saen at ~5am and gets into Jinghong around 8PM. I have more info at the bottom of this page2
You can do it cheaper on a cargo vessel, I have not done it myself, but I read it is 2,000 Baht. Just talk to a captain of a ship and negotiate the price.8
Flights; THAI air, of course, who else/ NOT daily, check their webiste or amadeus.com. OR Bangkokair.com BKk(may stop in Sukhothai)-JingHong, reputedly some webspecials for 2500 THB (prob without taxes-> any way will come to around 4000so you believe anything - on the news? on TV? in your guidebook? on this forum? good luck then - you'll need it!
