I don't know about this particular area of China but I traveled with someone in a similar situation some years ago. He was able to get a Chinese visa at the PSB office. I am not sure that every PSB office can do this and the general rule of thumb is that it seems easier and quicker to obtain this extension in a smaller city or town than in a larger one. There is a cost. Speaking chinese will be necessary if you are not in an area frequented by tourists.
