Tiger Leaping Gorge to Zhongdian via Baishuitai

We are a group of eight who hope to hire a mini bus from Lijiang to take us to Zhongdian via TLG. Is it possible to travel by mini bus all the way through the TLG then turn north and travel to Baishuitai, then on to Zhongdian. I think I read somewhere that there is not a contiuous road through TLG, although one was under construction. Thanks for any advice you can give on this.
