You are required to have a Tibetan Travel Permit even if you are just visiting Lhasa. That said, I never saw mine and there were no checks in Lhasa. If you want to visit some areas outside of Lhasa you may need additional permits.http://thewanderingant.com/travels/betel-nut.html
