permit tibet

i've we go only to lhasa and travel not to the area wich need an Alien Travel permit for example we stay in lhasa or go to shigatse, is it possible to take the train from beijing and arrange a permit in lhasa or go without a permit and take the risk?

You are required to have a Tibetan Travel Permit even if you are just visiting Lhasa. That said, I never saw mine and there were no checks in Lhasa. If you want to visit some areas outside of Lhasa you may need additional permits.

As #1 says it's all up in the air at the moment, so do a search for recent posts on this topic for more up to date information.
