Weather should be OK in July on the Gulf Islands (Ko Tao, Ko Pha Ngan, Ko Samui). Not too many Islamic rebels there to spoil your holiday either...

In a normal year, as dom says, the southern Gulf islands are usually a couple of months short of their wet season in July. Elsewhere travel is usually okay - in most other places July is a fair bit drier than Sept and Oct (and even these are usually okay for travel). Lots more info in the link below.
