Tibet Travel Permit Warning in Xining

This is a warning to anyone getting Tibet travel permits in Xining

There is a man named Mr. Niu who hangs around the Xining train station and the Post Hotel area. He offers a Tibet travel permit and hard sleeper ticket to Lhasa for around Y850. DO NOT USE HIM!!! HIS PERMITS ARE FAKE!! If you buy a permit from him you may or may not have problems taking the train to Lhasa, but you WILL have problems once you arrive in Lhasa and try to book a trip to places like Everest, Kailash or the Nepal border. The police will check this permit and quickly tell you that it is fake and you will not be allowed to travel outside of Lhasa. Mr. Niu is a friendly guy and claims to work with several travel agencies in town (even carries their business cards), but in reality is a con artist and a thief who knowingly sells fake travel permits to foreigners.

The reason I know this is because I am friends with one of the managers of the travel agencies he claims to "work" for. They have confronted him on this and even spoken to the police about it. But, Mr. Niu can still be seen everyday trying to get foreigners to buy "permits" from him at the train station.
