I am in Lhasa right now (Thursday, May 3) and indeed there is lots of craziness going around about the permits due to the EBC incident about ten days ago. My travel agent here in Lhasa has assured me he can get me one, but it will take 3 days. And you will need the Alien Travel permit listing every destination. A fellow traveler I met here in Lhasa has arranged a rather complex itinerary with a land rover and is really being forced to jump through hoops.
