Air travel

I can buy a three voucher flight plan from thai air for 219 us $, 1) flights bangkok to Udon Thani,
over land through laos to Chang Mai. 2) chang Mai to Phuket. over land to Surat Thani. 3) Surat Thani Bangkok.

or should I just buy then as I need them?

Thai air 3 flight deal is very good, especially if you want the Chiang Mai - Phuket non-stop flight. That flight alone cost almost the same money. Thai is the only airline doing this flight.....

If you were to use budget airlines... you still need to book in advance as early as possible to get the cheap tickets. airasia and nok are ok... give 1-2-(no)go.. a wide berth.....

That price isn't the bargain it apears to be when you consider that you also pay the airport taxes on top of the discovery pass price. If you check the same flights on AirAsia's website, you can get an idea of the taxes, and surcharges you will be paying over the price of the pass. Thai Airways is the most expensive domestic airline in Thailand, so don't expect a bargain, even on their promotions.
