Outside of the major (Beijing, Shanghai, Guangdong, other east/south cities) cities in China, wifi is hard to come by. Don't count on it if you're going to be traveling into the interior of China much - not a lot of Starbucks off the beaten path either! Internet cafes are everywhere, but may not have wifi.4
Unless you really must have your laptop with you, I would not recommend bringing it as there are few places in cheaper hotels and hostels for safely securing it and carrying it all the time while sightseeing is somewhat of a pain in the neck. Plus there are plenty of internet cafes.

If you plan on staying at better hotels, you can find places with in-room broadband access. I always travel with my laptop (for business) and have never had a problem (14 trips for a total duration of about a year). The last time I was in Xian I brought along an iChat web cam and did video chat with my kids in Chicago. If I didn't have the budget to stay in 4 or 5 star hotels I probably wouldn't bring my laptop.Perfect Enough!
