Tibet Travel Permits

Does anyone know if it is possible to get a Tibet Travel Permit without also getting air or train tickets at the same time? The agency in Beijing I'm working with cannot get me flights Beijing-Lhasa on the dates I want, but when I call Air China myself they have availability. Can I just buy my ticket directly with Air China and get the permit from an agency? Or will agents only do both at the same time.

It is possible to just get the permit in many places, but it is more expensive. Try getting in contact with Leo Hostel in Beijing. Sounds like the agency you are using is jerking you around.
