Group Visa, TTB, TAR rest of China

I see that a recent post has mentioned that the TTB "group visa" actually entitles the holders to travel in the TAR and the rest of China for the visa period. Can someone confirm/clarify this for me?
(I had been thinking that the "group visa" was just an authority to enter the TAR of China from Nepal)

I am thinking that my wife and I could:

- Get a 21 day "group visa" for 2 people via a Kathmandu travel agency.
- Do a trip Kathmandu - Lhasa - about 7 days.
- Train Lhasa - Xining (or wherever appropriate to change trains)
- Train Xining - Urumqi - Kashgar
- Exit China on Karakoram Highway to Pakistan

If we do this in 21 days then all will be OK?
(obviously we would have pre-arranged the Pakistan visa)

The above is obviously a travel agent. Here are some real answers:

Yes, you will be able to get a 21 day group visa in Kathmandu and as long as you exit China before the visa expires, you are free to travel through the rest of China.

If your plan is to go from Lhasa to Urumqi, I recommend taking the train from Lhasa to Lanzhou. There are no trains from Xining to Urumqi, but there are from Lanzhou.

Continuing on the train to Kashgar and exiting China through Pakistan is a good route and easy to do.
