Arrange it once you get there. There are lots of agencies in Lhasa that can do it for you. I would recommend going to several and trying to find the best price. Feel free to negotiate on the price. Don't take the first price they give you.

We went with the place that's to the left of the Pentoc hotel as you face it from the street. They were cheapest and the trip went fine. Give the landcruiser a once over the night before though to check for any potential problems. Not that many people do the trip so advertise on hotel notice boards to get more people to keep cost down (as you pay per jeep).
