A business visa is for conducting business, like meeting clients or selling products. It is not a work permit nor does it entitle the user to work.

I had the same problem in the past. If you look at the back of the 'That's Beijing' magazine, there's quite a few agencies there, which will help you to get an F or a Z visa. I can only give the quotes they gave for a British passport, which were around 4500 for a Z visa with everything, and 2000-3000 for a multiple-entry F visa, depending on how long you want to stay.7

Re #7- If it were possible now I would know. I tried to get one in December at every agency I could find in HK, and not one could get me an F visa that would allow me to remain in China for more than a month.
