No personal experience but I've collected lots of useful or useless information depending upon your perspective.

Yes, there is a consulate in Hohhot:
Consulate General of Mongolia
Xinchen gu Wulanziangu 5 hao
Lou Menggu Lingshiguang
Hohot
P.R. of China
Tel: (+86-471) 4303254, 4303266
Fax: (+86-471) 4303250
E-Mail: monconhh@public.hh.nm.cm

Best way to the Altai Mountains in Mongolia is from Russia. Since you are in China and need to go to UB, you will have little choice but to cross at Erlian/Zammin Uud since this is the ONLY border between China and Mongolia that is open to foreigners and then to proceed to UB and arrange transportation across the country to the west.

There is a once or twice weekly direct train from Hohhot to UB but I am not sure of the days of operation.

There is another option to get to the Altai region but it bypasses UB (Urumqi to Almaty to Oskemen and then a flight to Ulgit - I think this flight is once a week).

There is a Russian embassy in UB but it in NOT Recommended that you get a visa there unless you have lots of time. While it isn't expensive, this embassy requires original documents be sent from Russia. This generally means waiting for several days until the documents arrive and then waiting another week for the visa. It is possible to get the visa issuing expedited at a cost.

There are details on my website. If you can't see it for some reason, PM me with your email and I will send you the information or post it here.
