2Ignore the haters.
In Madrid, I can't help you with a place for $60, but how about one for $35? Hostal Tokio. It's right smack in the middle of the action. Pretty much anything you want to see is about a 5-20 min walk away. Don't make the mistake like I did and get a metro pass. Totally waste of money if you stay there.
There's a Ecuadorean restaurant right around the corner. By far the best meal I had in Spain. Also one of the cheapest.

9How much in Euro, do yu want to spend, for only a couple of nights? What kind of luxury to you require? Do you want a private loo?
Do you require carpets?
In both cities there are hundreds of hostAls. (small family run businesses.
European hotel rooms are small. In a two person room, do you require two beds?
Room service could be sending out for a pizza.
