Sweden has always been a bit obsessed with alcohol and what it can do the society, so even 0.0 limit (zero tolerance) has been discussed. Swedish mindset however is very rational and pragmatic so the idea was dismissed as un-implementable in practice.

32I think that the Swedish (and generally northern) obsession with alcohol is what leads to some problems. One of the things I remember from my first trip to Poland in the late 1970s is seeing a Swedish guy in a Gdansk hotel, totally drunk in the morning. I was told they came across by ferry to drink in Poland, where alcohol was cheap and uncontrolled.
And one of my cousins married a Finn. She said she noticed in Helsinki that Finns had a strange relationship to drinking too -- as much as possible in as short a time as possible.

33Those Canadians must have had a DD(Designated Driver) in the crowd or were calling a cab. Maritimers have long been known as seriously hard drinkers. And since most of us live in rural areas driving was/is a given. But the society is slowly changing, thank goodness. Too many horrible traffic fatalities due to driving while drunk. Many bars will now give the DD free soft drinks for the evening. And I have cut back on the amount of wine I offer when guests are driving home. (Mind you, if folks are staying over it's "Don't fall in the brook as you head to bed".)
