18Argentina Noroeste - around Salta.
We did that for a week: Valles Calchiaques south of Salta (Cafayate, Cachi), then back north to Quebrada de Humahuaca (Tilcara, Purmamarca, Humahuaca). The roads are absolutely splendid and very diverse - not only the beautiful colorful mountains, but also picturesque towns on the way, valleys, cacti etc. A large part of the road south (through Molinos and Cachi) is unpaved.
From many different parts of the world we have been to, this was one of the most scenic.

21Definitely second the Pamir Highway in Tajikistan... You can hitch-hike the occasional lorry or hire a jeep ($$$) from one of the NGO's working in the area. The Wakhan Valley stretch must be one of the most beautiful places I've ever visited.
From experience I'd also recommend the Karakoram Highway in Pakistan, and the road the heads over the Shandur Pass into Chitral. Roads leading south to Peshawar through Swat were magical but not safe anymore.
The scenery from the roads cutting through the Haraz (Eastern edge of the Rift Valley) and the Wadi Hadhramaut in Eastern Yemen have to be seen to be believed :)
And anywhere in the Caucasus (both the Russian and Georgian / Azerbaijanian sides)
