Depends on exactly where you want to go, but Cebu is a major transport hub for the Visyas, so yes flight from Manila is quickest way..

Its up to you. If you want to fly then 1200 peso upwards for a ticket and a similar price by ferry. I have done both, fly when I am in a rush or ferry with a bunk or stateroom if wanting to watch the world go by.

As Blosson says, if you have the time, travel in Luxury in a stateroom on the Superferry. The trip takes about 24 hours.

Otherwise, there are more than 30 flights each day from Manila to Cebu. You will want to check the promo deals for each airline.

If Cebu is not your final destination, there are flights from Manila to islands next to Cebu. Such as to Tacloban City on Leyte, Tagbilaran City on Bohol or Dumaguete City on Negros.

From Cebu airport take taxi downtown, have them turn on the meter. Ask where you can buy a ferry ticket. Ferrys go to all islands from port 15 mins away.

from port 15 mins away

Yes it can be done in 15 minutes but in my experience, that is only from the evening when the traffic clears until the daily traffic gets going again in the morning.

Normal travel time will be about 30 minutes and in peak afternoon traffic, could be as long as 2 hours.

That depends on your itinerary, you're better off going on a direct flight to your destination than stopping by in Cebu. But you can use Cebu as a hub to the Visayas if you want to get to the different islands by ferry or by plane.

in terms of an alternative to Cebu as a gateway or hub for the Visayas you could look at Dumaguete. Fun little airport to come into as opposed to the international one of Cebu. The town of Dumaguete is smaller scale more picturesque and easy to get out of in terms of touring adjacent islands

the ferry fare from Manila to Cebu in Super value class (dorm) is php1277.00 all in.
and that is with out food.
so it would be better to fly as many airlines have sale tickets from manila to cebu.
