fly, take the train, take the bus, rent a car, buy a car, by motorbike, bicycle, or walk.

Romania is a big place. A more specific location would help.

Airbaltic goes there.

Then take buses or trains through Poland to Lviv, and then the train to the Romanian border. Cheap.

Plenty of flight options with one stop in various airports, from around €80

that is not the only option, nor the cheapest. If you have time and your budget allows, there is also Riga-Milan Ryanair and Milan-Bucharest Wizzair for €60 including fees. Depends on your time limits though as there is a 10 hour wait in Milan.

This is not a easy journey, I would suggest flying to Budapest with AirBaltic (should be cheap), and than take the train from Budapest to Cluj (also cheap.). Journey about seven hours, and they leave three or four times a day.

Forget everything that has to do with trains, it will take ages.

Air Baltic Riga-Budapest is not cheap in December.
