1E-mail or web contact forms are usually not available for traditional places such as minshuku or ryokan. The most common way to make a booking is by phone. Contact details are here: http://www.aso-yamanami.com/info/inquiry.html
If you don't trust your Japanese language, you could perhaps ask some locals (tourist information, hotel staff, people you meet,...) to make a booking for you. Alternatively you could try to send a fax in very simple English and see what happens.

2In addition to what has been suggested in the answer above, I have always found local JTB's very helpful, and their services very worth it (you might even be able to book that minshuku through JTB). And they are probably your best bet for finding someone to help using English (which is why I often resorted to using them during my Japan travels) - even though their Japan website is only in Japanese too.
