Where are you staying? If you are in SGN, the Pham Ngu Lao area is an expat area where they have cheap beers and bar girls (like BKK's Khao San Rd). The scene varies though, depending on where you go, if you are in SGN or if you are in Dalat, Hue, Vung Tau (or whatever city) it's different on what to suggest since they are all different.

I'd like to hear from people in Ho Chi Minh. Is the government clamping down on late-night bars? Things seem to be getting tough up here in Hanoi with the police wanting everyone tucked up in bed by 12am at the latest. Makes seeing out the new year in style a little difficult, even though the locals use the Lunar Calendar and most likely don't give a toss about it.

In fact, 1 January is a national holiday, so NY Eve is indeed celebrated by locals, quite vociferously by some.

The crack-down on bar hours in Hanoi was a temporary measure, not something permanent. When you've been there for a while, you'll become aware of the political rhythms.

In SGN (HCMC), when I was there, there wasn't much of any crackdowns on the late night bars. Some would close around 1a or 2a but it didn't seem like the police were forcing them. If you go to the touristy parts of SGN, usually you can find bars open late.
