I dived there a few years ago and it was fantastic. My main complaint however was the viz was so clear you could look down 40 metres from the surface and save yourself the hassle of swimming down then back up again.
I did have one problem with my filipina partner snorkelling, she was OK snorkelling over the reef where the water was 2 metres deep but was petrified when swimming over the drop off and looking down to the seabed below, a bit like standing on a window ledge 13 stories up.

Hi all

We'll be heading to Mindoro in a couple of days.

Can anyone recommend a cheap place to stay from which we can get access to Apo Reef. We're on a really tight schedule and will only have, at the most, 2 days there.

No, there are others on the mainland, but this is the closest to Apo Reef..
