American in Russia applying for Visa to India

Hello everyone,

I'm just a little confused on the visa process as I'll need to apply in Russia. Do I provide my address here in Russia, or use one from the states. Do I need to visit the Indian embassy or consulate in Moscow to pick up the visa? How long does the process take? Am I clear to buy air tickets now, or should I wait? Any help would be greatly appreciated. Thanks!

Embassy of India, Moscow adopts a new Online Visa Issuance System
Embassy of India is introducing a new Visa Issuance System for facilitating online submission of visa applications from June 11, 2012. The online application can be filled at the website
http://indianvisaonline.gov.in/visa/
Online visa applications can be filled anytime and from anywhere with an internet connection. Under the new system, applicants will enter the information in the online form available at the above mentioned website, take a printout of the filled form generated in pdf format, affix a passport size good quality photograph, sign the form and take it to the Indian Visa Service Center for issuance of visa.
For the convenience of the applicants, the old system will continue for a while along with the new system. However, the Visa Service Center and the Embassy of India will stop accepting the old forms from July 9, 2012.

Visa applications are considered on its merits and the Embassy has the right to seek additional information at any stage of the processing of requests. The fact that an application for visa has been received at the IVSC does not guarantee that visa will be issued. The embassy reserves the right to refuse a visa without assigning any reason whatsoever.

Applicants may kindly note that IVSC has been contracted by the Embassy only to assist in certain ways and is by no means a ‘Visa granting Authority”

But i think that indain embassy officials would put their best foot forward for you-but just in case

Thank you Simongoa for all the information! It's unfortunate that foreigners in Russia must submit the application in person. I'm just worried I'll get stuck in Moscow for longer than I had planned, but it doesn't look as if there's any way around it. Do you have any info on must see spots in Goa? I hope to fly into Delhi, then make my way by train through Agra, Jaipur, Udaipur, and finally end in Goa. Goa is where I hope to spend most of my time though. Thanks again.

It's unfortunate that foreigners in Russia must submit the application in person.
For your consolation: we all have to. When I apply for my visa in Holland, my home country, I have to do so in person as well. Picking up my visa, someone else can do. It's just the way it is.
@Ed: red tape, shouldn't be surprising to you... :-).
@OP: there are no must see spots in Goa, at least not to my humble opinion. Sorry, but I don't like the place, except maybe for Palolem. Have fun anyway.

Sadly although I am goan i feel that in goa tourism has become a big business and commercialised
40 years ago there was no construction in colva the way there is today
My suggestion is that you get a motorcycle driving license and rent a bike for around rs 500 per day.
The coastline of goa extends thro karwar till mangalore
The beaches beyond goa are still not heavily exploited
Goans have an advatage of being more friendly,better mannered ,better understanding of english than those in Karnataka
The beaches are the same if not better
Goa was under the portuguese so fun loving ,boozing music are easily available
But for pristine nature head south

Sorry, but I don't like the place, except maybe for Palolem.
Thats a frank comment and i appreciate it-the tourist boom has meant construction and over crowding of beaches
