no and no.No issue whatsover.
this question pops up regularly- in spite of this not being an issue at all. Where do these rumours come from? it's just fiction. US cards work just fine in ATMs, as well as in restaurants, shops, etc.
The only places where they may not work are vending machines (e.g. metro and train tickets) as these need a PIN to verify the transaction. But you can usually buy the same ticket from a ticket office, perhaps at a slight surcharge or with a longer wait.

You will have no trouble getting cash from ATMs using a US card with no chip.Ticket machines in some train stations, unstaffed freeway toll booths, and unstaffed self-serve gas stations won't accept your credit card. Virtually any place that is staffed will, including staffed train station ticket windows and staffed gas stations. One exception is the Amsterdam Centraal train station. If you don't have a card with a chip, you'll have to pay cash. Agents can't swipe your card.

Be sure to tell your home bank, that you're going to Europe.Otherwise they may think its gone walkabout, and block it.
Oh its a pain!!!!!
ATM charges are just good theft insurance.
Use ATM that don't charge at the Europe end.
(How can they do that?)

I am in Lisbon right now and have no major issues with using us cards here or in Barcelona (where I was past weekend). At many ticket machines, you can pay with your atm card by entering your pin. When using your credit card in resto / hotel, the card processor will ask for pin, just press ok to close out the transactions.
I find I need less cash when traveling in europe now. Of course, you will pay dearly if your us bank dings you for foreign transactions and for using foreign atms. Find a bank that doesn't before you leave.
