Hi hoffmana,I did not use any tour guides myself though I have been told that some decent tours can be found at Black heads house in the Old Town centre of Riga. It has tourist information inside and it is not far from peters dome. The actual address is 7 Ratslaukums.
I suppose it depends on what you want to see in Latvia.

Hello hoffmanaI don't have any experiences with tour guides in Latvia, but happen to know some one in person who guides people around the Riga old town.
I also know getting around Latvia and the Baltics by yourself is pretty easy.
