Atlanta - New Terminal - Connecting Luggage

I have a nine hour stopover in Atlanta later this month, I am flying with Delta from Dublin and presumably arriving in the International Terminal. My next flight, on the same ticket, is a domestic journey in the evening, again with Delta.

I am planning to make my way in to town for a few hours before returning to the airport, and as such I don't want my checked luggage weighing me down.

I have researched the wrap-a-bag luggage store within the terminal, and also into simply rechecking my luggage as soon as I arrive, but with the brand new terminal now open, do I really need to do any of that? Will my bags just automatically head off ready for my next flight?

I read that the new terminal negated the need for passengers to recheck their luggage. Would this apply to a nine hour stopover?

You will likely go through pre-clearance in xDublin.
You will then arrive as though on a domestic flight.

This has nothing to do with the new terminal.

Does the pre-clearance apply to non US citizens? I didn't realise the flight from Ireland could actually be deemed a domestic flight, that's interesting. According to the official website though, even pre-cleared passengers collect luggage in the International Terminal.

Generally you must collect your baggage at the first point you land at in the USA (clear customs) it is a hassle but our law. Then simply recheck your baggage at the check-in desk and the bags will be routed to your final destination. It is not difficult, just act like a sheep and follow the herd. Baaaa Baaaaa Baaaaa

It applies to all passengers on the affected flights.

According to the official website though, even pre-cleared passengers collect luggage in the International Terminal.
If you arrive at the international terminal, you will need to collect your bags and take them to the domestic terminal for your next flight.

I can confirm that I didn't have to collect my luggage after all because of the pre clearance. Despite the long layover, the luggage departed Dublin and arrived in my final destination with no issues at all. I did have to check in again, but I did this using a Delta kiosk in the Marta station (within the Domestic terminal), it took less than two minutes.
