1Are you asking for South American countries or for Central American countries?
As you quote Mexico, (which BTW isn't neither a South American nor a Central American country; although parts of it could be considered to be part of Central America by some geographers) I'm dubious.
Interjet out of Mexico could be a good option... but not if you are in South America!

10There are flights from Buenos Aires(EZE), not sure of the airline.
Cubana makes that route.
COPA from all countries in South America, but stopsover in Panama City(PTY).
From almost all countries in South America. The don't fly out of Guyana or Surinam, for example.
There are also flights out of Lima with LAN but the OP asked for the cheapest ones (generally speaking)...
#6, did you see that the TACA/LACSA name will disappear next year and just Aviateca will be used?
AFAIK, just Avianca will be used; not Aviateca.

12What I basically mean by SA, is not USA. What you guys call CA is actually part of continental SA, and I would agree with Smilecu, that Latin America probably works better.

14You can normally get a round trip flight from Quito or Guayaquil, Ecuador for about US $400. I would expect it to be the same or perhaps $100 less from Venezuela. Also in the $300-$400 range from Panama City, San Jose, Costa Rica, Guatemala City, Cancun, or Mexico City. Of all, I think Cancun, on Cubana Airlines, is usually the least expensive. I don't think you will safe much on a one-way fare.
One quick reference website is www.nashtravel.com It lists approximate prices, airlines, and schedules, for all the gateway cities o Cuba from Central America and Mexico. Not sure if it has the ones from South America. I only know about Ecuador because I have flown from there (with a stop in Panama), on Taca airlines.
