Border Crossing and few more Q's

Hello there! Thanks to those who have helped me with my other questions couple of months ago. My Vietnam-Laos-Cambodia trip is slowly getting clarity. Just wanted to seek help with a few more:

1) I have intially thought of flying from HCMH (Saigon) - Ventianne but whoa its reallllyyy expensive (one way via Lao Airlines at USD230). Are there any lower cost airlines that fly that route? If none, which route and what mode of transpo is best to use? (ive got one day extra that can be used for long haul travel).

2) Likewise ive thought of flying out from Luang Prabang to Siem Reap at USD195, whats the best and cheaper (not necesarily cheapest) way to get to SR. I understand i have to pass by Phnom Penh, i have no problems with that.

3) As im Filipino and hold a Philippine passport, just want to clarify that Filipinos are exempt for VISA right?

Lao Airlines is the only airline with direct flights from Ho Chi Minh to Vientiane (BTW, they make a stop in Pakse). If you want to make it by air, you can look if a domestic flight from Ho Chi Minh to Hanoi plus an international flight from Hanoi to Vientiane (either with Lao Airlines or with Vietnam Airlines) is cheaper although, if it's cheaper, I don't think it'll be much cheaper overall. Vietnam Airlines and Lao Airlines have a codeshare agreement so look for fares in the webs of both companies just in case one shows cheaper fares than the other one.

You don't need to go through Phonm Penh (unless you want to make it, e.g. if it's much cheaper) if you want to fly from Luang Prabang to Siem Reap. Lao Airlines has non-stop flights between both destinations as well as direct flights that make a stop in Pakse.
