Struggling with transport in La Rioja and San Juan province
On Oct 18 (I'm planning far ahead), I plan to arrive in La Rioja with the nightbus from Salta at 7:30 AM. There I will rent a car and visit the Ischigualasto NP and the Cuesta the Miranda at the same day before staying over in Villa Union for the night. The day after, the intention is to visit Talampaya NP and drive further to San Juan, where I would stay for the night. The reason for driving to San Juan is that early in the morning of Oct 20 I can catch a plane there to Buenos Aires which allows me to arrive the same day in El Calafate ( flights out of La Rioja to El Calalfate are spread over 2 days).Does anyone have an idea of a car rental company in La Rioja which handles reasonable drop off charges for San Juan? Or is there an other suggestion which may help me out?

One way rentals are often complicated in SA even between cities quite close like La Rioja and San Juan. Look for international or nationwide car rentals, but expect to pay a drop off fee. If it does not work, take the bus from Salta to San Juan and hire the car there
