It'll depend on your travel dates and departure point in Germany. Skyscanner as suggested by Desertfox in #1 could be a good option to know the cheapest option on your travel dates (to fly will probably be the cheapest option).

the cheapest flight to Algiers is from Marseille by Air Algerie. promo prices are about Euro150 return. but then, you'll have to make your way to marseille first.
