According to the link below (unfortunately only available in Hungarian), it's open to Hungarians, EU nationals and anyone who doesn't require a visa to get into Hungary from 08:00 to 20:00 between 1 May and 2 November, and from 08:00 to 16:00 between 3 November and 30 April. This border is only open to pedestrian and bicycle traffic, NOT for motorbikes, cars, buses, etc.www.vam.hu/data/hataratkelohelyek/zsira/index.html
