I could recommend a few places which have happy hour deals or other promotions but it really depends where you're staying; no point in me recommending a place where the cost of getting there is going to outweigh the cheap drink. QD's is nowhere near where the OP is staying and will not be a good option if he/she visits in the summer, as it's an outdoor bar.

Bars near Hilton Jumeirah: Barasti Bar usually has some kind of promotion/deal, I'm not a fan of this place, but a lot of people head there, although it's outdoor I think they have some kind of cooling solution during the summer. Other options near the Hilton are bars at the Habtoor Grand and in the JBR area - check timeout for deals.

Bars near Crowne Plaza SZ Road: the bar inside the hotel, Harvesters, may have a happy hour. Otherwise check out Fibber Magees (aka Fibbers) which is a short walk away but may not appeal to all tastes as it's a real drinkers establishment:

I'd reiterate that it's best to check timeoutdubai when you arrive as the places offering drink deals are changing quite often. otherwise, to pay full price for drinks you're looking at around AED30 for a pint.
