You could do something cultural to get you out of your hotel lobby Ghana Nima Tours; a special Accra experience which is a great experience & very relaxed for a Sunday.

Charles can also meet you at the airport to get you a properly priced taxi; you should be able to get one for about 3-4GhC but I would imagine you'll find it hard bargaining down past 8GhC

The Centre for National Culture will definitely be open. Because its a Sunday, most people will be going to church in the morning so if you would like to see a wide selection, perhaps wait until the afternoon. On the other hand, if you would like a more hassle free shopping experience earlier in the day would be better because there will be less people around. I'm fairly certain the National Museum is closed but I do believe the Nkrumah Masoleum next to the Culture Centre is open on Sundays.

I took a hotel from the airport to near the Novotel about two months ago and the lowest I could get any taxi driver down to was 15 GHC, even after pulling out my Twi and telling them that I knew they were overcharging me. Hopefully you can have better luck! I also arrived late at night so it might be slightly cheaper in the day or you'll be more comfortable to look around for other options.
