JFK 15 hours layover

Well, almost anything other than Supershuttle, taking a ride from some random dude who comes up to you outside baggage claim isn't a great idea either.

The other posters are right in saying that getting in and out of Kennedy is a slow business. Your 15 hours will turn into 11 after you lose 2 hours at each end. I suggest heading for a hotel and getting a little sleep. You will have to set your alarm for 4.30 or 5 am so take a look at the near airport hotels which are mostly cheap. There are Best Western, Days Inn, Howard Johnson and Comfort Inn hotels all at Jamaica which is beside JFK. Most of them include breakfast.

Expect to pay around $130 for 2 people.

If you do decide you want to go in and see Manhattan, you may be able to store your luggage at the airport. I've never used it but apparently there is luggage storage at JFK:
