Saigon hands down. They spend a fortune making District one look great and they have a lot more to offer. Celebration centres of all types. NT just has a few sleazy night clubs.2
I had this past Christmas in Nha Trang, and then New Years Eve in Hoi An. Be aware that nearly every hotel will push you into a gala dinner. They are compulsory, and can be a lot of fun, or boring and not aimed at western tastes. It gave me the shits at first, but you get on things and try to enjoy it.

Saigon for sure ! I spent one Christmas in Nha Trang and is was cool/chilly and stormy. No beach time whatsoever, and any boat ride on the water would have been dangerous.Saigon will be decked-out in lights and more fun. Put some time into a few eating adventure in Saigon. We found Vietnam uninspiring after visiting Hoi An, Hue, DMZ, Hanoi and Cat Ba Island. Na Trang is just below Quy Nhon where we kicked off our vacation. It is across from a local college and very quiet, so not good for New Years. We didn't visit Saigon, but recommend investigating other places in SE Asia to celebrate the New Year. The people in Vietnam are just not nice to westerners and there are so many better places to spend time and money. We've written several posts about our experiences in Vietnam if you are looking for honest accounts. Still working on Cat Ba Island post almost a month later!........ and kayaking there was a big highlight of the trip. http://www.culturecats.com

I spent New Year's in Saigon in 2004 (turning to 2005) and I thought it was great - beautiful lights everywhere, people everywhere, had a really good time.9
Saigon more pleasant. NT just has sleazy night clubs and not much happening.
