Do NOT even think about it! even if you were successful in bribing your way into Kyrgyzstan, what will happened if you come across another police officer? what will happen? would you bribe the other one? what if he did NOT accept the bribe? what will happen if you had a car accident? insurance will not kick in across the boarder

If you could make a formal looking letter saying you are authorised by the cars owner, then there shouldn't be a problem.

Insurance is not required by law in Kyrgyzstan (as far as I know), though you can buy policies at the border. No idea if they'll cover you. If you hit someone / something, you pay.

Dear all, it worked out!

No one asked for anything more than the car's registration (and sometimes a drivers' license-- USA was fine) and even though we had some run ins with the precocious police in and out of the car, exchanges of about $10 and exuding a complete lack of understanding of Russian seemed to do the trick. Worked fine for one day in KG but would otherwise be pretty exhausting worrying about the police-- definitely KZ license plates are a sore thumb.

Ps-- we rented from "hertz" in Almaty, operated I believe by Caspian Cars. As far as I can tell, te Europcar numbers for Almaty are out of service and the Europcar website no longer lists KZ on their menus.

In the Way List (Poo-tyov-k-are) of the car taken for rent was mentioned that the car can't leave Kazakhstan it is = if Kyrgyz traffic police checks in addition to technical documents and driving license the WL, normally they should arrest the car immediately and it is true that all applied insurance policies would be invalid outside Kazakhstan but it is not big crime in Kg so far nobody forces the drivers of the cars with Kazakh number plates to buy local insurance while crossing Kz-Kg border.

While driving in Central Asian Fortress of Democracy (Kyrgyzstan) it is just a question of paying on the spot 500 KSom = 11 USD approx

but I would never do that unless desperate emergency.
