Puig i Cadafalch let his imagination loose on Casa Serra, built in 1903–08, a neo-Gothic whimsy that is home to government offices. With its central tower topped by a witch’s hat, grandly decorated upper-floor windows and tiled roof, it must have been a strange house to live in!
