American Express (499 693; Sakhalin Centre, room 405) Russia's third Amex office (after Moscow and St Petersburg).

Sakhalin Centre (Kommunistichesky pr 32; 10am-4pm Mon-Fri) Money is exchanged at Bank Moscow in the basement. The ATM in the lobby gives rubles or dollars from 6am to 11pm.
