Cafe des Artistes is -to my opinion- one of Moscow's better restaurants. The Swiss/European cuisine is always fresh and very well-prepared. And also important (and not self-evident in Moscow), is that the service is very attentive and professional, but not intrusive. 
Also the location is very good. Located on Kamergersky Pereulok, a pedestrian street that is closed to traffic, and in the very heart of the city (near the Kremlin). In the warm months it's a great place to sit outside on the terrace (and watch people).  
Cafe des Artistes is definitely the nicest restaurant on Kamergersky (and also the most expensive) so it might seem a bit out of place to have such a quality restaurant thrown into an area that tends to be pretty touristy, but it is a very nice alternative and worth wile, if you really enjoy a great meal.
