Lonely Planet review for Ponte de Dom Luís I
Completed in 1886 by a student of Gustave Eiffel, the double-decker bridge's top deck is now reserved for pedestrians as well as one of the city's metro lines; the lower deck bears regular traffic. Both afford wonderful views.

If you can cope with the vertigo then the views are amazing!
barcelona83 recommends this,
The Dom Luis bridge is spectacular. The view from the top is stunning, offering great photo opportunities for both Porto and the Port houses on the otherside of the river. It's well worth wandering along the top, but don't look down, there are vertigo enducing gaps in the floor!
