Lonely Planet review for Katutura
Unlike its South African counterparts, the township of Katutura is relatively safe by day if you stick to the northern areas and/or find a local who can act as a guide. An especially interesting spot is the informal Soweto Market, where traders sell just about anything imaginable. A shared taxi from the Wernhill Park Centre to Katutura costs around US$1 per person.

Stay in Katutura!! What a great experience!
barclayc12 recommends this,
I have stayed in Windhoek and Katutura and I must say I felt far safer in Katutura. If you get a chance, I highly recommend staying at a hostel called Wadadee (I think there is a website of a similar name) - it is basically a student hostel, catered to those volunteering in Katutura, it has free wifi, a pool, a bar and a great community feel. They also offer volunteer opportunities to students and very reasonable personal tours to Swakupmond, Ethosa and Sossusvle. The hostel owner Shaun is extremely helpful, and often willing to go the extra mile, regularly transiting me and my friends into Windhoek for dinners. He also drove us to a Herero festival in Okahandja at cost to everyone who joined (we just paid for gas). Katutura itself is an interesting place, as it says in the review contrary to many South African townships you can walk around, I walked to various volunteer placements with no trouble. Some of the female members of the house also felt comfortable walking alone in the township, though walking at night is not recommended. It is also only an N$8 cab ride into town, so it is easily accessible. One problem is getting back from Windhoek at night, the cab ride is a bit more expensive later at night, but still quite cheap (N$50) - sometimes Shaun even came and picked us up, or drove us to the bar and stayed with us.
