Is that possible to rent a car with no driver in Mandalay??

We are 4 person and we'd like to travel 2 weeks in Myanmar by ourselves. We have a flight from Bangkok to Mandalay and then we would like to take a car and visit some places :-)
Such a simple question but cannot find an answer on "my" internet...... We are three guys flying in to Myanmar for some cycle touring then will use one of the land border crossings in to Thailand. Can we use an E-visa to exit Myanmar or is it necessary to obtain an old-fashioned "in ya passport" visa from the Myanmar embassy? The MOIP site provides information about entering Myanmar but not about exiting on an E-visa. Thanks for your help.

Have made a last minute decision to travel to Myanmar. I plan to get my Visa at the embassy in Bangkok when I arrive in the next couple of days. I've heard in order to obtain the visa at the embassy, proof of onwards travel is not necessary and I would be given 28 days on my Australian passport.

A couple of days ago i was in Muse at the border with China and wanted to cross. I had aranged the border permit with MTT in Yangon; this was no problem.
However, at the border i was told that it is currently closed. It was not possible for foreigners to leave Myanmar this way. There was also a Chinese national there, who was told the same. I will be on a bike tour heading through the Mae Sot border up through Myanmar in early 2017. I thought it would be a nice day trip to cycle from Kyaiktiyo town to the Golden Rock and back. Does anyone know if this is permitted, and if so, what kind of gradients there are up to the Rock?
