The impressive palacio, which currently houses state government offices, was finished in 1774. Its style mixes simple neoclassical features with riotous Churrigueresque decorations.

The palacio's most interesting artistic feature is a huge mural of Miguel Hidalgo looming over an interior stairway. An angry Hidalgo brandishes a torch in one fist while the masses struggle at his feet. This 1937 artwork is one of José Clemente Orozco's most famous masterpieces; it addressed the pressing issues of his time: communism, fascism and religion. Another Orozco mural in the ex-Congreso (former Congress Hall) depicts Hidalgo, Benito Juárez and other figures important in Mexican history.
